Cheerios are light, milk is generally heavier. It's why they float, for one.
Pouring in a dense liquid shoves the Cheerios up. At the speed the milk flows in, sometimes enough kinetic energy is unleashed on the Cheerios that they "jump" out of the bowl.
It's a bit like how leaves blow in the wind, except much tastier.

Because Cheerios FLOAT, milk displaces the cereal, to prevent this stop filling the bowls up to the brim.
